Adds sdkconfig.local (intentionally not tracked in .git) for local overrides.
Here's what I have in mine, for example:
```
CONFIG_LOG_DEFAULT_LEVEL_WARN=n

CONFIG_LOG_DEFAULT_LEVEL=3
