Ben Kelsey 977499c4cc Refactor to remove serviceLocator 
- This removes all dependencies on deprecated ServiceLocator class.
- Also does some cleanup in the settingsService

Ben Kelsey c9536ff310 This upgrades Apache HttpClient 
- Update to latest version of httpclient and httpcomponents
- Fixes resulting deprecations
- Switch to using try with resources
